Sir,

I have the honour to acknowledge the receipt of Your Excellency's Confidential despatch of the 14th June, 1896 in answer to my despatch of the 20th April transmitting the Memorial from the Viceroy of Canton, respecting the possibility of the inclusion of sedition amongst extraditable offences.

In reply to the observations in Your Excellency's despatch, I have the honour to state that I am of course well aware of the well-established principle of English law that extradition shall not be granted
